Step 1:  Click on Start.
Step 2:  Click on Settings.
Step 3:  Click on Control Panel.
Step 4:  Double click on Mouse.
Step 5:  Click on the tab labeled Buttons.
Step 6:  In the bottom section labeled Double-click speed, change the speed by clicking on the arrow and moving it left for slower speed and right for faster speed.
Step 7:  In the test area, double click on the jack-in-the-box to see if you have it set at the right speed.  The idea is to get the jack-in-the-box to pop up when you double click.
Step 8:  Change until you get the correct speed for you.
Step 9:  Click on Apply.
Step 10:  Click on OK.
