The Wayne Trace Local School District held their organizational meeting on Tuesday January 9, 2007 at 7:15 p.m. at the Wayne Trace High School Lecture Room.

             Call to Order by President Pro Tem Dale Stoller

New Business

Les Hockenberry was nominated for the position of President of the Wayne Trace Board of Education by Pat Baumle.  There being no other nominations the Treasurer called for a vote.

                        Baumle, McClure, Sinn, Stoller – All Aye

                        Hockenberry – Abstain

Les Hockenberry is declared the President of the Wayne Trace Local School District Board of Education for the year 2007.  Mr. Hockenberry was then sworn in by the Treasurer.

Pat Baumle was nominated for the position of Vice-President of the Wayne Trace Board of Education by Perry Sinn.  There being no other nominations the Treasurer called for a vote.

Pat Baumle is declared the Vice-President of the Wayne Trace Local School District Board of Education for the year 2007.  Mr. Baumle was then sworn in by the Treasurer.

Consent Agenda Items

01-01-07

On a motion by Pat Baumle a resolution passed by the Board to approve the following consent agenda items:

A.     to establish the second Monday of each month at 7:30 p.m. in the High School Lecture Room as the date, time, and location of the regularly held monthly Board meetings for the 2007 calendar year;

B.     to confirm that the number of Board meetings at which Board members may be compensated at unlimited at a set salary of $75 per Board meeting;

C.     to authorize the Treasurer to:

1.      make transfers within the General Fund accounts to pay outstanding bills within the limits of Appropriations as presented (when merchandise has been received in good condition) and to make General Fund transfers as funds are available;

2.      secure advances from the County Auditor when such funds are available and payable to the school district;

3.      invest active, inactive, or interim funds at the most productive rate of interest according to law whenever these funds are available; and

4.      act as recorder and official keeper of all Board meeting minutes for the year 2007;

D.     to authorize the Superintendent:

1.      as the program administrator in making the decision to take part in any local, state, or federal program deemed advantageous to the school district;

2.      to approve staff members’ attendance at professional meetings;

3.      to attend and represent Wayne Trace Local Schools at all professional meetings;

4.      to employ such temporary and/or substitute personnel as needed for emergency purposes and otherwise; and

5.      to approve all regular field trips and vocational field trips; all out-of-state trips and trips involving more than 2 overnight’s stay, however, must have prior board approval;

E.      to authorize the Board President and Treasurer to borrow money, if needed;

F.      to establish the service fund for the Board of Education and to allocate $3,500.00 to this fund (presently $3,500.00);

G.     to authorize the Superintendent as purchasing agent for the school district and to establish $10,000.00 as the limit at which the purchasing agent may make purchases/expenditures without prior Board approval (presently $10,000.00);

H.     to authorize the purchase of position bonds for the Superintendent and Board President at $50,000.00 and the treasurer at $100,000.00;

I.        to confirm that the substitute teacher rate should remain at its current rate of $70 per day for the remainder of the school year.

This being School Board recognition month Mr. Gerber passed out Certificates of Recognition to all Board members and read the following statement:

School Board Recognition Month

January is “School Board Recognition Month.”  We appreciate our school board at Wayne Trace because they work within the team concept.  Many school boards do not understand their role.  Many believe they are the sole governing body.  Our school board works within the framework of a team.  They work with the community, staff, students, and administration to make Wayne Trace a productive and effective school district.

The Wayne Trace school board works with our entire school family to foster the educational vision we want for our students.  It takes teamwork and collaboration from all parties to ensure a school district’s success.  We appreciate their commitment to Wayne Trace and their “Commitment to Excellence.”

Report of the Treasurer

                        Invited all members to the NOACSC open house on January 25, 2007.

Advised the Board that the new building appraisal has been completed and a copy is available for anyone wishing one.

Vantage Report—

Les Hockenberry reported that their organizational meeting was held on January 4, 2007, both houses are under roof, Vantage will visit Wayne Trace on Jan. 17th to make their presentation to the sophomores, Cafeteria is implementing a debit system for payments.

Report of the Building Principals—See attached.

Ms. Deatrick, principal at Wayne Trace Payne Elementary, presented Michelle Berry an Intervention Specialist teacher at Payne.

Ms. Berry then did a presentation on how they have developed a system for identification of students needing intervention at the K-2 level.  Students are referred to the team by teachers or parents.  The IAT team then sits down with all stakeholders to develop an action plan for the student.  The student's problem is determined, a set of goals is established and then a plan for reaching these goals is laid out.  It has been determined that whatever a students reading level is in relation to his peers at the end of grade one, that is the same level the student will have at grade 4.  So if intervention is not done at this early age it may be too late to significantly improve the students reading level.  Student portfolios are kept on all students and updated regularly through a progress monitoring sheet.  The use of both historical methods of measurement and newer data collection and graphics presentation of the plan and results are being used to assist the student and parent in insuring success.

Superintendent’s Report

A.     Discussed OSBA Membership Dues with area superintendents during the December meeting.  Unanimously, they stated that their Boards choose to continue to join because it is the only association that represents the Board.  They also stated the Board utilizes OSBA to answer questions regarding school management, labor and management relations, insurance, and communication relative to school law and school funding.  The decision is ultimately yours to make.  However, staying with past practice, the Board should strongly consider joining OSBA.

B.     Wayne Trace Inclement Weather Flow Chart--It was necessary to have a specific plan in place for determining delays and cancellations for extra curricular activities.  The WT Inclement Weather Flow Chart outlines a specific plan for delaying and canceling extra curricular activities due to fog, snow, ice, or any unforeseen weather condition.

C.     Michael Rowlands, Senior Claims Specialist, from Atlanta, GA was sent all the invoices from the different companies who were responsible for repairing the damage due to the electrical panel box fire at WTPE on December 1, 2006.  This mailing went out on December 29, 2006.

D.     Econo-Jets for use in furnaces was discussed.  Tabled until Building and Grounds gets more information.

E.      Board Retreat dates- Plan for the 28th of February at noon at Willow Bend if available.

Consent Agenda Items

01-05-07

On a motion by Pat Baumle one resolution passed by the Board to approve the following consent agenda items:

A.   to adopt Board Policy KGC “Smoking on District Property” and authorization to post   No Smoking signs at each school building entrance.

 B.  upon the recommendation of the Superintendent, Jr./Sr. High School Principal, Athletic Director, and input from the head girl’s basketball coach, to offer a limited contract to Mike Archinal as the interim 8th grade girls’ basketball coach for the remainder of the 2006-2007 season.  Mike Archinal will receive 1/3 of the supplemental pay for this position.  PULLED AND DELETED. NOT NEEDED ADD ITEM  C.

C.  upon the recommendation of the Superintendent, Jr./Sr. High School Principal, Athletic Director, and input from the head girl’s basketball coach to approve Mike Archinal as a volunteer coach for 8th grade girls for the remainder of the year.

D.     to join the OSBSA Legal Assistance Fund for the calendar year 2007 at a cost of $250.00.

E.      to approve membership in the Ohio School Board’s Association for the 2007 calendar year at a cost of $2508.00 and to approve the subscription to the OSBA Briefcase for the upcoming year at a cost of $110.00.

F.      to approve Memorandum of Understanding between the Wayne Trace Education Association and the Wayne Trace Local Board of Education to request one additional professional development Waiver  Day for the 2006-2007 school year.  The professional development will be provided through a special award recently received by our district from the United States Department of Education.

January Board Meeting

Well, December proved to be yet another eventful month for us at WT Payne Elementary.  We started off with a bang- literally.  On Friday, December 1st our main power box caught on fire.  We are very thankful for so many things, it happened with no students in the building, on a Friday morning, and no one was hurt.  Mr. Bill Childs opened the door to go down to the basement and saw the smoke.  The fire department was here within a few minutes and had everything under control.  We had little smoke outside of the basement and no other fire damage than the box.  The electric company, LA Electric out of Fort Wayne, worked throughout the weekend to get us up and running for Monday.  Everyone pulled together to make things go as smoothly as possible.  Thank you to the Payne Fire Department and all who helped!!

And December was filled with so many other activities as well.  Mrs. Moore produced yet another great Christmas program with the kindergarten through fourth graders.  It was wonderful.  The students did such a good job.  Of course we couldn’t do it without the cooperation and help of everyone.  That was just the thing to put us in the Christmas mood on a 50 degree day.

December also brought us the Movie and Santa for our students.  It’s a good time to let our students know how much we appreciate their hard work.  The PTO popped some popcorn while we watched the movie.  And Santa came in the afternoon to visit with the Preschoolers through 3rd graders.  Thanks for coming Santa!! 

As I was getting ready for the movie, I ,again, had a great appreciation for our auditorium.  We are so lucky to have such a wonderful facility on our district.  Through the renovation, we somehow were able to get a new projector.  It is wonderful!!  This is a high quality projector that is hooked up to a VCR/DVD player, and it can also be hooked up to a computer!  We have an automatic screen already on the stage, and this projector gives us a movie theater quality picture.  We walk into the auditorium and can feel the history, and we are able to use modern technology to enjoy the facility in even more ways.

School begins again for us on Tuesday, January 2nd.  On January 10th, we have 2 hour Curriculum Mapping delay.  We have the Spelling Bee on Thursday, January 11th, and no school on January 15th.

1. Students of the Month – John Leisure; Ellie Stoller; Austin Young; Weston Sinn; Korene Shelton; Blair Ludwig; Sydney Critten; Breylin Lautzenheiser; Andrew Ludwig; Mackenzie Campbell; Michala Elliott; Tyler Sipes; Henry Merriman; Ryan Scott; Mackenzie Haney

2. Spelling Bee – The WTGH Spelling Bee will be held the afternoon of January 11. The winner will qualify for the Paulding County Bee.

3. Study Island – Carol Swary from the WBESC will be working with teachers in grades 3-6 on Tuesday, January 23 on the Benchmark Testing and Reporting Module of Study Island. This component of Study Island is just another way to identify what standards and indicators our students have mastered and which areas still need to be targeted.

4. Aimsweb – In the next week or so, Mrs. Overmeyer, Ms. Miller, and Mrs. Birk will be going into all classrooms and giving the students targeted probes in reading and mathematics to identify areas of strengths and weaknesses in those disciplines. This information will then be entered into Aimsweb which will provide direction for targeted intervention with those students to meet their learning needs. I am especially excited about this program with our primary students so that we can head off learning difficulties before they become learning disabilities. By targeting individual student needs with individual instruction we can help our students achieve to their highest potential and it is hoped that this will pay off with higher scores on the OAT and increased student learning.

5. Assembly – On January 19 we will have a Martin Luther King Assembly at WTGH.

 

High School Principal’s Report

 After School Tutoring:

I met with Jason from the Van Wert ESC to discuss the TANF Grant money to pay for our after school tutoring.  I am in the process of sending forms home to those students who qualify for this service.  I hope to have an answer soon on how many students will be taking part in our tutoring program.  Note this program is available only to students who are on Free or Reduced lunches.

Semester Exams

After talking with several staff members we feel that the students took that exam schedule very serious.  At this time I do not have any results on how the students did this year compared to past years.  Some of the teachers stated that with the change to using percentages has made the students aware of the exam’s importance.

Band/Choir

At this time Mr. Archinal and the band are working hard to prepare for the spring contest.  One change taking place is that the students are meeting during their lunch time to practice.  This was met with some resistance at first but I have been told by Mr. Archinal that the students are seeing the importance in this change.

Lock Down Drill

The lock down drill that was originally scheduled for in December has been rescheduled for January 24th.  We will take time out of the afternoon to practice this important drill.

Student of the Month

            The following students received the Student of the Month for the month of December:

Grade 7: Austin Speice, and Joseph Stall.  Grade 8: Samuel Thome and Dylan Worden.  Grade 9: Shawna Arnett, Shelby Carlisle, and Kent Manson.  Grade 10: Lynn Bidlack, Devin Dias, Stacey Johnson, Paul Kipfer, Chelsea Williamson, Joseph Morehead, Deidre Nation Perry, and Nathan Plummer.  Grade 12: Kayla Fenning, and Ciara Miller.

Art Field Trip

On January 9th our Art students will be going on a field trip to the Art Museum.  Mrs. Snook mentioned a special exhibit by minority artist.  She explained the time she visited and how moved she was by seeing the many differences in the artist work.

Vantage Visit

Vantage will be here on the 17th to meet with the sophomores.  This meeting is an annual event which gives Vantage a chance to come and explain their programs to the students.
