The Wayne Trace Board of Education met in regular session on Monday October 13, 2008 at 7:30 p.m. in the Wayne Trace High School Lecture Room. Pledge of Allegiance was led by Les Hockenberry. Roll Call Mrs. McClure, Mr. Stoller, Mr. Baumle, Mr. Hockenberry – All present Mr. Sinn – absent Mr. Sinn arrived at 7:31. Correspondence, Recognition of Guests, Hearing of the Public Mr. Joseph Burkard, Paulding County Prosecutor, spoke to the board about his accomplishments and his staff in asking for the boards support in his re-election bid. Doug & Meisa Coplin, representing Northwest Ohio Volleyball Club, spoke to the board with a request to rent the 2 gyms at the High School for Club Volleyball this winter on Wednesday nights and Sunday afternoons from January through May. After some questions and answers the board tabled the matter until later in the meeting. Mrs. Trisha Beining and Mrs. Casey Schlatter, Wayne Trace Grover Hill teachers, presented their approach to OAT study time and what they are doing to better prepare the students for the testing. Mrs. Beining related as to how she is using 3 ring binders and covering different areas each day to teach students what is a good answer and what is a bad answer. Mrs. Schlatter presented her use of OAT flash cards and Study Island as training tools along with the good answer/bad answer practice. Report of the Treasurer Auditors have started their review. OSBA Credentials are in and will be distributed at the finance committee meeting. Consent Agenda Items: 10-01-08 On a motion by Dale Stoller one resolution passed by the Board to approve the following consent agenda items: to approve the amended minutes of the September 8, 2008 Board Meeting;
to approve the investment report and payment of bills as presented by the treasurer; C. to accept a $12,000.00 donation from the Athletic Boosters towards the cost of the concession stand; D. to accept the NEA Foundation’s Student Achievement Grant submitted by Rachael Parrett, Christina Sinn, Carol Swary, and JoEllen Sisson in the amount of $5,000.00; E. to accept the funding through Western Buckeye ESC of the After-School Demonstration Program (TANF) at Wayne Trace Payne in the amount of $9,502.54; F. to approve the final payment towards the concession stand of $45,539.00 less $15,539.00 in donated funds; G. to set the date, time, and place for the semi-annual Finance Committee meeting to discuss the budget and forecast as October 20, 2008 at 6:30 a.m. at Wayne Trace HS in the Lecture Room; H. to approve the requested fund raisers per the attached listing; I. to accept the following continuing grants received through the Ohio Department of Education for the 2008-2009 school year: Title I $101,623.43 Title II-A $ 56,594.79 Title II-D $ 954.17 Title IV $ 2,615.73 Title V $ 792.29 High Schools that Work $ 7,000.00 Learn & Serve $ 10,000.00 21st Century $ 30,113.00 eTech/Ohio $ 2,430.00 Gifted Supplemental $ 2,536.28 Add: J. BE IT RESOLVED that in keeping with the Ohio Revised Code, 9.91, Wayne Trace Local School District requires a 403b provider obtain and maintain at least 6 participants in order to be added to the approved 403b) provider list. In addition, the provider must be able to cooperate with the information and automation requirements of our Common Remitter service and our Plan Administrator. Furthermore, the provider must execute a reasonable Hold-Harmless Agreement protecting the school district from any liability related to the 403b contract into which an employee enters and Information Sharing Agreement agreeing to all required communication regarding our employees’ accounts in order that the district can administer its 403b plan as required by the Internal Revenue Service. K. WHEREAS, Wayne Trace Local School District has established a retirement plan (the “Plan”) under Section 403(b) of the Internal Revenue Code of 1986, as amended (the “Code”); WHEREAS, the Internal Revenue Service has issued final regulations under Section 403(b) of the Code that would, in relevant part, require the Wayne Trace Local School District to assume oversight functions in connection with the Plan, including administrative functions, to ensure compliance with Section 403(b) of the Code and the regulations thereunder; WHEREAS, ING Life Insurance and Annuity Company (“ILIAC”) offers administrative services through planwithease.com for 403(b) programs sponsored by public educational institutions and organizations exempted from federal taxation under Section 501(c)(3) of the IRC (the “Services”); and WHEREAS, the Wayne Trace Local School District wishes to engage ILIAC to provide administrative services in connection with the Plan; BE IT RESOLVED THAT: Effective October 13, 2008, the Board of Education of the Wayne Trace Local School District (the “Board”) authorizes the Wayne Trace Local Schools to enter into an agreement with ILIAC under which ILIAC will provide administrative services through planwithease.com in connection with the Plan. “Before we pass the consent resolution, are there any items you would like to move from the consent agenda to the discussion agenda for further discussion and/or for separate voting purposes?” NONE Seconded by Pat Baumle. Roll Call Vote: Stoller, Baumle, McClure, Sinn, Hockenberry – All aye Motion Passed. Vantage Report Les Hockenberry thanked Mr. Wilson for the use of the facilities for the Vantage Board Meeting. Preparing for OGT testing end of the month. Report of the Building Principals See attached. Grover Hill Elementary is scheduled for their Jarod’s Law inspection next week. Mr. Langhals is taking the 8th grade to OSU in Lima on November 13 for a career day. Business Law & Government class will be a Mock Trial and tour the Courthouse, Annex and Jail on October 28. Committee Reports Mr. Baumle gave a presentation on updated lighting in the gymnasiums. Mr. Baumle, Mr. Wilson and Mr. Linder traveled to several sights to inspect the proposed lighting. Mr. Baumle’s presentation gave cost and savings data which showed a return of investment in 5 to 6 years. After discussion of pros and cons the board directed the Treasurer to prepare an RFP for replacement lighting. Superintendent’s Report A. Wayne Trace has experienced a 90% increase in open enrollment since the 2004-2005 school year. In a five year time span students coming into the district from other school districts has resulted in a 90% increase in the open enrollment population. During the 2004-2005 school year Wayne Trace had 44 students going out and 49 students coming in for a +5 student difference. This year Wayne Trace had 44 students going out and 95 students coming into the district for a +51 student difference. B. To commend Don and Perry’s Furniture for their generous donation of the covered shelter (car port) for the athletic complex. The covered shelter is an attractive addition that allows the WT Athletic Boosters to grill brats and burgers during home football games. We sincerely appreciate their continued support. C. Wayne Trace received the NEA Student Achievement Grant this month in the amount of $5,000. Congratulations to Rachel Parrett, Christina Sinn, Carol Swary, and Jo Ellen Sisson for the taking the time to write the grant. The grant will purchase two sets of Classroom Performance Systems. The grant title is “History for the Thumb Generation.” This is relative to texting, cell phones, and video games. The goal for the “History for the Thumb Generation” is to increase student achievement in American History. D. Congratulations to the Wayne Trace Girls Golf Team and Coach Al Welch for winning the 2008 GMC Championship. We are very proud of the hard work the girls put into the golf season in order to become champions. E. To commend Steve and Donna Crowley for their generous donation of the new flag pole for the athletic complex. The new flag pole is an attractive addition to our complex. We really appreciate all the support Steve and Donna Crowley provide for our school system. F. To commend the Grover Hill VFW for their generous donation of the 4’x6’ American Flag that flies on our new flag pole. We sincerely appreciate their support; G. Reminder that the November 2008 Board meeting has been changed from November 10 to November 17 to allow attendance at the OSBA Capital Conference in Columbus. Consent Agenda Items 10-02-08 On a motion by Pat Baumle one resolution passed by the Board to approve the following consent agenda items: A. to commend Mrs. Rita Lambert for serving the WTGH students and staff for the past 19 years as a cook and 10 years as bus driver for a total of 29 years. We wish Mrs. Lambert the best as she enters retirement; B. to commend Mrs. Wendy Baumle for serving the students and staff at all three campuses as the Wayne Trace Health Coordinator for the past 6 years. We wish Mrs. Baumle the best as she continues to author nursing textbooks and instructs college students at Rhodes State; C. to commend Don and Perry’s Furniture for their generous donation of the covered shelter (car port) for the athletic complex. We commend student-athletes Kacee Hockenberry, Shelby Critten, Elyse Myers, Gabby Hook, Courtney Hicks, Katie Hughes, Aryn Denny, Jordin Jackson, Lynn Bidlack, Brittany Wilcox, and Ashley Saylor; F. to commend Kacee Hockenberry for being the medalist at the GMC golf match. Congratulations on an outstanding effort; G. to commend Mike Brady and Bob Mutschelknaus for all the support they give the boys and girls golf team at Pleasant Valley Golf Course. We sincerely appreciate all the extra effort you provide for our student-athletes; H. to commend Steve and Donna Crowley for their generous donation of the new flag pole for the athletic complex. New Business The issue of use of facilities by the Volleyball Club was brought back up for discussion. After very lengthy discussion the board acted as follows. 10-04-08 On a motion by Dale Stoller a resolution to not allow the use of the facilities on Wednesday evenings and Sunday afternoons by the Northwest Ohio Volleyball Club. Seconded by Lisa McClure. Roll Call Vote: Stoller, McClure, Sinn, Baumle, Hockenberry – all Aye Motion Passed. The board as a group wished the club well but wished to maintain their goal of preserving mid-week study time and weekend family time for all students. 10-05-08 A motion by Perry Sinn to adjourn the meeting Seconded by Pat Baumle. We had around 185 adults here over our four days. 2- Our fourth grade made a presentation to the student body on the announcements (which we do on the tv) for Constitution Day. They did a very nice job. They talked about the constitution and then recited the preamble. 3- Our Third Grade took the Fall Reading Ohio Achievement Test on Tuesday the 7th. They were ready to go. 4- Three teachers; Linda Hissong, Joan Boterf, Michelle Berry; and myself attended the next day of Differentiated Training. This has been a good training. Our teachers understand how important it is to differentiate for our students and this is a good opportunity to learn more about the process. The final meeting will be October 14th. This meeting will give us even more hands on ideas. 5- We will all be attending the Tech Fair at Bluffton College on the 17th. Our teachers are working on how to add technology to the curriculum to enhance what they are doing within the classroom. They are finding some very creative ways to make learning more hands-on with the whiteboards, the CPS units, and the Elmo. 6- Our first Curriculum Mapping delay day is the 21st. The teachers are already working on the next step of aligning their maps with the Benchmarks. We talked about how the junior high teachers need to be able to see how the benchmark is followed through. 7- I will be attending the Ohio Elementary Principal Conference in Columbus on the 27th and 28th. I am hoping to attend some beneficial sessions about autism and differentiation. 8- Lance Sinn has been working on the area as you walk up to the front entrance. We were going to do the poured concrete border, but he was not able to because of the condition of the sidewalk. However, he was able to use pavers and cement for the border, and then he worked on mulch and stone for the area around the Raider man. It looks very nice!

Report to the Wayne Trace Board of Education Monday, October 13, 2008 Wayne Trace Grover Hill Elementary – Alan Lautzenheiser, Principal 1. October 14 Mrs. Davis, Mrs. Beining, and I will participate in the third training on Differentiated Instruction. While the previous sessions have laid the ground work and the rationale for differentiation, this session will get into the meat of the subject. The trainer will then schedule a time to come to WTGH and WTPE to observe and offer suggestions that are tailored to our specific needs. The previous sessions have been very good with the teachers already formulating some great ideas to use with our students. 2. The third grade students took the reading portion of the Ohio Achievement test the week of October 6. Ms. Sinn and Ms. Scarbrough were pleased with the effort our students made on that day as only one make-up test was required. 3. The staff has been looking over the program for the Technology Conference at Bluffton and making their selections of the seminars that they wish to attend. They are looking forward to this learning opportunity. 4. Bus Safety training has taken place with our students. Mrs. Noggle conducted this training the week of October 6. 5. Representatives of the Grover Hill Fire Department presented a fire safety talk to our students on October 9. This was in conjunction with Fire Safety Week. 6. I will be attending the conference of the Ohio Association of Elementary School Administrators later this month in Columbus. ************************************************************************************************************************************** WTHS Principal’s Report Kevin E. Wilson October 13, 2008 Marketing Class Mrs. Gerber teaches the Marketing class and as part of her class she has asked for a trip to Chicago. This trip will take place on November 16th and 17th. I more than likely have put the cart ahead of the horse in giving her an ok for this trip. At this time they have set up meetings with Real Art Design Group and Mintel Marketing Research Company. Mintel is one of the largest research companies in the world with branches in Australia, China, Japan, and Ireland. As you can see this will be a great learning experience for the 21 student in Mrs. Gerber’s Marketing class. At this time I would ask the board to grant permission for the Marketing class to take this trip to Chicago. NHS This years NHS inductions will take place on Friday, November 14, 2008. At this time I am unsure of the number of students being inducted but as time comes I will get this information to you. The induction program will take place at the end of the day. I want to remind each of you that you are invited to attend. It’s My Turn Training It’s My Turn is a program for special education students and staff. It will be held at Wayne Trace on December 2, 3, & 4. This program was set up by Cathy Ruiz. Cathy is a Parent Mentor for our area and has a son, Tyler, in our building. This will be a great program for both students and teachers. Homecoming Week The week long activities for Homecoming were a big hit. I would like to recognize Mrs. Annette Sinn for all of her time and efforts which made this week a success. The final event was our Homecoming Dance which was well attended. Once again because of the leadership and organization of Annette the dance was a big hit. Assembly On November the 6th we will be having Kenn Kington come in to speak with our student body. He will cover topics such as self-esteem, drug and alcohol abuse. Kenn is a well known comedian/speaker who has a very entertaining way of sharing with young people. He is coming to us at a cost of $500. His total cost is well over $1000. Thanks to the Youth for Christ leaders who are covering most of the cost we can hear a well known speaker at a very low cost.
