The Wayne Trace Local School District met in regular session on Thursday, November 9, 2006 at 7:30 p.m. at Wayne Trace Junior/Senior High School in the Lecture Room.

             Pledge of Allegiance was led by Pat Baumle.

            Perry Sinn arrived at 7:34 pm.

Wade Sisson presented to the board a request from the National Honor Society to travel to New York City on April 14 through April 17, 2007.  Tentative itinerary was presented to the board.  Following several questions by the Board regarding the trip they gave their approval.

 Report of the Treasurer

 Consent Agenda Items:

11-02-06

On a motion by Pat Baumle one resolution passed by the Board to approve the following consent agenda items:

A.     to approve the minutes of the October 9 and October 16, 2006 Board Meetings; 
B.
     to approve the investment report and payment of bills as presented by the treasurer;
C.
     to approve a transfer of $25,000 to the 035 Severance Fund;
D.
     to approve the updated 5-year forecast as presented by the treasurer;
E.
      to amend the appropriations and revenues for fiscal year 2007 as presented by the treasurer;
F.
      to approve an amended contract with Perry Corporation for the balance of the contract at a rate of .01676 per copy;
G.
     to approve an advance of $5000.00 to fund 019 for TANF Grant Costs paid by district then reimbursed by Western Buckeye ESC;
H.
     to approve a one year maintenance agreement with Data Eclipse, per attached detail, for $13,250 effective 8/1/06 to 7/31/06.  Credit to be given for work performed between 8/1/06 and present.

Vantage Report--Les Hockenberry

Meeting was on 11/2,  House renovation it progressing but will probably last into next year.           

Report of the Building Principals – Mr. Lautzenheiser is scheduled to give an Educational Impact report for Wayne Trace Jr./Sr. High School.

Mrs. Jessica Davis presented a visual report on how she is using technology and the various sources of information from Study Island to the Internet to prepare lesson plans which are both interesting to the students and still accomplishes their learning of the subject matter.  Her presentation was on the Constitution and how she was able to use the same lesson plan, with slight modifications, to instruct all students in her class regardless of their skill levels at the same time. 

                        Copies of reports are attached. 

Superintendent’s Report 

A.     Congratulations to the students and staff at Wayne Trace Payne Elementary School for receiving a Certificate of Commendation from the State Board of Education.  They received this award for achieving the designation of “Excellent” on the Local Report Card for the 2005-2006 school year.

B.     Vantage Career Center sent Wayne Trace a letter notifying us that Les Hockenberry’s term expires on December 31, 2006.  Vantage stated that Les represented our school well and would like to have him re-appointed. 

C.     Alec P. Coil, Quartermaster for the Paulding VFW Post 587, sent Wayne Trace official notification that they allocated $3,500 for our new goal posts.  Funds will be available after the first of the year. 

D.     The cost to upgrade the security system at all three buildings was $5,275.  The initial quote from Secure Com was $5,770.  The security upgrade will allow a 2-way communication between the door box and the office.  The same format will be provided at WTHS and WTGH with the addition of the required camera to account for the blind spots. 

The first phase of the 5-Year Permanent Improvement Plan has been completed.  Building principals have submitted the academic information.  We also have information and figures from the Technology Department, Athletic Department, Transportation and Maintenance Departments, and Food Service Department.  The information is voluminous.   

E.      Trane and Wadsworth representatives presented Maintenance Agreement Plans to the Building and Grounds committee on September 26.  The Building and Grounds committee consisted of Perry Sinn, Pat Baumle, Brian Gerber, Kevin Wilson, Al Lautzenheiser, Sarah Deatrick, Rob Wannemacher, Bill Childs, Ray Speice, Mary Comer, and Ken Speice.  Trane and Wadsworth tailored their plans to meet the needs of the school district as discussed during the September 26 meeting. 

F.      The Band Van is unsafe and repairs are not practical.  Recommendation is to dispose of the Van.

Consent Agenda Items

11-04-06

On a motion by Lisa McClure one resolution passed by the Board to approve the following consent agenda items minus item G: 

A.     To commend the students and staff at Wayne Trace Payne Elementary School for receiving a Certificate of Commendation from the State Board of Education for achieving the designation of “Excellent” on the Local Report Card for the 2005-2006 school year. 

B.     To commend Ron and Joyce Weck for donating the Crossing Guard Vest and Crossing Guard Stop Sign to Wayne Trace Grover Hill Elementary School. 

C.     To appoint Les Hockenberry as Wayne Trace’s representative to serve on the Vantage Career Center Board for a period of two years commencing January 1, 2007 and expiring December 31, 2008. 

D.      To accept the resignation of Jewell Kurtz as a full time bus driver effective October 20, 2006. 

E.       To enter into a maintenance agreement with the following companies. 

1.      Trane – Service the chillers at WTGH and the WTHS.  Cost is $5,048.  The price and terms are for one year. 

2.      Wadsworth Slauson Northwest – Service for the Environmental Controls at WTPE, WTGHE, and WTHS with the agreement that Wayne Trace receives a 50% discount on ALL Invensys Parts.  Cost is $6,120.  The price and terms are locked in for three years. 

3.      Wadsworth Slauson Northwest – Service on the McQuay chillers at WTPE.  Cost is $2,056.  The price and terms are locked in for three years.  

F.      Upon the recommendation of the Superintendent, Jr./Sr. High School Principal, and Athletic Director, to approve Rich Miller as volunteer girls basketball coach, and Dan Reuille as volunteer wrestling coach for the 2006-2007 season, subject to receipt of properly completed paperwork and requirements. 

G.     Upon the recommendation of the WTHS Principal and Superintendent, to offer a limited contract for 128 days to Arlette Lopshire as a Sweeper (Jr./Sr. High School); part-time sweeper at two elementaries (to be used for special events and purposes on an a-needed basis) effective November 10, 2006.

  High School Principal’s Report

After School Tutoring:

We have started our after school tutoring sessions on Mondays and Wednesdays.  Right now we have it open to students who were having troubles at mid-term.  At this time I am writing a letter to send home to the parents of all students who are struggling.   Another change we are looking at is to have time before school.  This is one way we can possibly work with our athletes who might be having problems or any student who can not make the after school times..

Study Island Update:

At this time we have many teachers beginning to use Study Island as an assessment to the standards they have been teaching.  They are using it as an assessment tool which I think is a step in the right direction.  

Parent Teacher Conferences:

At this time I am unsure of a percentage of parents that attended conferences but I do plan to have the teachers look at the number of students they work with each day and how many of their parents attended.  Many teachers’ schedules were full so I do believe at the high school conferences were well attended. 

Veterans Day:

Mrs. Parrett has taken charge of our Veterans Day assembly which will be held on November 10th at 8:00am.  If you are available we would like for you to attend.  This day will be used to reflect on where we are as a country and pay tribute to the many people who have made sacrifices so that we are able to have the many freedoms we have today. 

National Honor Society:

On Wednesday the 22nd of November we will be inducting students into our National Honor Society.  Please check your calendars.  We would love to have all board members in attendance this day. 

Red Cross Blood Drive:

Once again we will be holding the annual blood drive.  The date for the drive will be November 29th.  It will be held in the junior high gym from 9:00am to 2:00pm. 

Sadie Hawkins Dance:

At 8:00pm on November 10th the Student Council will be hosting a Sadie Hawkins Dance for all high school students. 

Student Council:

This year I am meeting with the Executive Committee of the Student Council.  I want them to know that they do have a voice in our educational system.  We will be meeting once a month to discuss any issues they might have.

On another note the landscaping of the courtyard on the east side of the building has been started.   

Student Discipline:

I would like to bring to your attention the fantastic job being done by the staff and especially Mr. Speller concerning student discipline.  We have taken a proactive approach to discipline and it seems to be paying off.  Mr. Speller has provided some data on our discipline and it is amazing.  Last year during the month of October we had a total of 26 different discipline issues.  This year in the month of October we have had four, with two of these being homework issues and the other two involved a fight at the bus stop before school in Grover Hill.  In trying to come up with reasons as to why discipline issues are down I can not put my finger on any one item but instead it seems to be a combination of items.  One big factor is Mr. Spelling being in the halls and cafeteria.  As the students see and understand that he is going to be around they are less likely to act out.  Secondly, I believe the lunch hour change has helped.  We no longer have the junior high students having five class periods to end the day with.  They now have four morning and four afternoon classes. 

To be honest I can not pin point why but I just hope that it continues.

Field Trip:

Mr. Langhals will be taking the 8th grade on a field trip to OSU-Lima on Thursday the 9th of November.  See attached letter.

1. Students of the Month – Trae Sinn; Sadie Sinn; Leah Maassel; Adam Stoller; Kati Stahl; Austin Fast; Brianna Sinn; Kelsee Rittenhouse; David Sinn; Rachael Kreischer; Garrett Stollings; Tanya Sinn; Michael Davis; Eric Hicks; Garrett Silance; Ashley Burt; Danielle Hofmann 

2. Parent/Teacher Conferences – At the time of this writing we have had a good response in the scheduling of Parent/Teacher Conferences at WTGH. 

3. Study Island – I have attached a weekly report from a couple of weeks ago for Study Island use at Grover Hill. The students completed nearly 20,000 question is one week. This is higher than normal. The usual count is 10 to 13 thousand questions in a week. Again I remind you that this does not count in the questions and materials that the teachers print off as worksheets. Study Island is a valuable tool that  our teachers and students have clearly bought into to improve their learning and performance. 

4. The security system has been installed at WTGH. After the busses arrive each morning the entire building is secured. Visitors to the building must be identified and buzzed in by the office. So far the response from parents and the community has been very positive. 

5. Veteran’s Day will be observed at WTGH on Friday, November 10. All Veterans are invited to come and eat lunch on us at WTGH. A short program will also be held in the afternoon to observe Veteran’s Day.

6. The 21st Century After School Program as part of their public service component are writing to Bryan “Kelly” Hofmann who is currently serving in Iraq. Kelly’s three children are students at WTGH. 

7. The two hour delay for curriculum mapping was valuable time for our staff. I worked with the primary teachers from WTGH and WTPE. The most common comment I heard was that they wished that they had more time. The teachers edited their grade level maps for the first nine weeks of the year as well as looked into ways to administer short term assessments. The teachers began to look into the development of common rubrics for scoring that would ensure commonality between the buildings as well as providing a way for students to be able to see what success looks like and have it modeled for them. Overall it was time well spent for our staff and will translate into better learning opportunities for our students.

Subject:  Principal’s Report for November       

 1-     The 3rd grade will have a special presentation on November 8th, Kids on the Block.  This is a puppet presentation to discuss kids with special needs- learning disabilities to physical impairments, and being sensitive to others’ needs

2-
     On Nov. 10th, we will be having a Veterans’ Day program at 1pm.  The 3rd and 6th grade will be a part of that program.

3-     The high school Drama Dept. will be presenting the fall play in the auditorium on the 17th and 18th.

4-
     COSI on Wheels will be coming on Monday, December 4th.  They will be presenting Super Structures to PreK-6th

5-
     As of 10/28 our students have answered 84,539 questions on Study Island. 

6-
     The author assembly was a huge success.  David Sargent Jr. came on the 19th of October and brought four of the dogs he writes about.  The students and staff greatly enjoyed his presentation.  He came to us with no charge, in exchange for selling his books.   We sold enough to cover his expenses and a little more. 

7-
     We had the first of our Positive Speakers assemblies.  Scott Kipfer and Danielle Stoller came and talked to our students about being a positive role model and following your dreams.  They did a terrific job.  The students still refer back to what they talked about.
