The Wayne Trace Local School District Board of Education met in regular session on Monday December 11, 2006 at 7:30 pm in the Wayne Trace High School Lecture Hall.

Consent Agenda Items:

12-01-06

On a motion by Lisa McClure one resolution passed by the Board to approve the following consent agenda items:

A.     to approve the minutes of the November 9, 2006 Board Meeting;

B.     to approve the investment report and payment of bills as presented by the treasurer;

C.     to approve fund transfer of $175 from a defunct Bond Account to current Bond   costs in Fund 002-9201 and $18,500 from Bond Fund 002-9087 to Bond Fund 002-9201;

D.     to accept a $1,000 donation from an anonymous donor to the High School Principal’s Fund;

E.      at the request of the auditors, a clarification of Resolutions 12-09-05 and 12-10-05 to compensate exempt employees with step increases equal to the calculated average step increase of all bargaining unit employees calculated at 04/05 vs. 05/06 for the contract periods of 05/06, 06/07 and 07/08 and in addition to adjust administrative contracts for Kevin Wilson, Al Lautzenheiser and Brian Gerber to include a “pickup on pickup provision” effective 1/1/06 in lieu of step increases for 05/06 and pay increases of .5% effective 1/1/06 for Mr. Wilson and 1% effective 8/1/2005 for Mr. Lautzenheiser and Mr. Gerber;

F.      to join the OSBA Legal Assistance Fund for the calendar year 2007 at a cost       of $250;   PULLED AT REQUEST OF TREASURER

G.     to approve establishing Fund #005 for replacement or repair of property totally or partially destroyed;

H.     to approve an advance of $5,000 from the General Fund to cover deductible and any bills before receipt of insurance proceeds;

 I.   to approve an appropriation of $100,000 for Fund #005.

Report of the Building Principals (see attached)

Mr. Archinal(Music Director) addressed the board regarding proceeding with the planning for a Band trip in 2008 possibly to Florida and discussed with the Board some of the things planned for the Band and Choir over the next 6 months.

Mr. Wilson gave an Educational Impact Report for Wayne Trace Jr./Sr. High School along with Ms. Susie Johnson on the High Schools that Work program and how it has helped to improve our academic scores and performance.

Committee Reports

All committees gave short reports on accomplishments over the last year and plans for the next year.

Superintendent’s Report

A.     WTHS, WTGH, and WTPE organized and conducted exceptional Veterans’ Day programs in all three buildings.  All the veterans were honored and recognized for their loyal service to our country.  Veterans from World War II through the present were represented during the Veterans’ Day Ceremonies.  Rachel Parrett organized the program at WTHS.  Students read essays and poems saluting our veterans.  The WTHS band and choir also preformed.  Bob Habern gave a speech honoring a fellow comrade who sacrificed his life for others.  Jessica Davis organized the Veterans’ Day program at WTGH.  Sarah Deatrick, Joan Boterf, Sandy Gordon, and Tina Mead formed a team and conducted the Veterans’ Day program at WTPE.  We appreciate their hard work and extra time towards this event.

B.     Historical August 4, 1933, original resolution transferring Scott Village School District to Haviland School District creating Haviland-Scott School District.  This historical document was donated by Cloyd and Janet Hockenberry.

C.     Carolyn Snowbarger from the United States Department of Education, contacted me on November 30 from Washington D.C.  She is the right-hand of Margaret Spellings, Secretary of Education.  Carolyn informed me that Wayne Trace Local Schools have been selected by the United States Department of Education for a tailor-made, district-wide workshop.  We were selected, according to Carolyn, because “we are doing great things district wide in the areas of unified curriculum alignment and curriculum mapping.”  The U.S. Department of Education will fly a team of presenters to our school district.  The Department will pay for the presenters, flights, and lodging.  They will bring highly trained and successful professional development for our instructional staff.  The workshops are similar to the elearning PD we conducted at WTPE.  However, now it will be “In Person.”  This will foster dialogue, collaboration, and then ongoing e-mentorship for our teachers.  We appreciate the interest the U.S. Department of Education has taken in the Wayne Trace Local School District.

D.  Wayne Trace Local Schools received information on a grant opportunity from the Paulding County Department of Job and Family Services to assist families who do not qualify for ADC.  This grant will pay $65 for workbook fees and lab fees for each student who applies and qualifies.

Consent Agenda Items

12-02-06

On a motion by Pat Baumle one resolution passed by the Board to approve the following consent agenda items:

D.     to commend Rachel Parrett, Jessica Davis, Sarah Deatrick, Joan Boterf, Sandy Gordon, and Tina Mead for organizing and conducting Veterans’ Day Programs at WTGH, WTPE, and WTHS.  

E.      to commend the Wayne Trace Fine Arts Association and Director David Snyder for conducting an outstanding fall play on November 17 and 18.

F.      to commend Cloyd and Janet Hockenberry for donating the original August 4, 1933 RESOLUTION transferring the Scott Village School District to the Haviland School District.  This created the Haviland-Scott School District.  This historical document will be placed in the Wayne Trace Local School District archives for everyone to enjoy.

G.     to commend the Scott EMS and Fire Department for their quick response and help to the bus/car accident that occurred at the intersection of 114 and 127.  They went above and beyond the call of duty.  We recognize and appreciate it greatly.

H.     to commend the Payne Fire Department for their quick response and help during the WTPE main control box electrical fire.  They contained the smoke before it could do any permanent damage.  They remained on the scene until all was clear.  They went above and beyond the call of duty.  We recognize and appreciate it greatly.

I.        to commend the following students who were inducted into the Wayne Trace National Honor Society on Wednesday, November 22nd:  Crystal Amos, Kayla Fennig, Seth Litzenberg, Alaina Ross, Kayla Flint, Bryant Gerber, Zach Gerber, Kelsey Hughes, Andrew Klopfenstein, Alex LaBounty, Nickie Lay, Kendra Liggett, Riley Linder, Rob Pond, Becky Ruble, Courtney Singer, and Calvin Sinn.

J.       to commend the Wayne Trace High School students and staff for conducting a fabulous Senior Citizens Luncheon on December 6.  Special thanks to Mrs. Karen Wagonrod and the Family & Consumer Sciences Department for producing the centerpieces.  Mrs. Judi Snook and the Art Department for creating the placemats.  Mrs. Kathy Flaugh and the Cafeteria Staff for the wonderful meal.  Members of the National Honor Society, High School Student Council, Miss Heiby and the Future Farmers of America for serving the meal.  Mr. Mike Archinal and the Music Department for the entertainment and the Wayne Trace Board of Education for donating the poinsettias.

K.    upon the recommendation of the Superintendent, Jr./Sr. High School Principal, and Athletic Director, to approve Matt Noggle as volunteer cheerleading coach and Robert Kennedy as volunteer wrestling coach, subject to receipt of properly completed paperwork and requirements.

L.      upon the recommendation of the WTHS Principal and Superintendent, to offer a limited contract for 107 days to Arlette Lopshire as a Sweeper (Jr./Sr. High School); part-time sweeper at two elementaries (to be used for special events and purposes on an as-needed basis) effective December 12, 2006.

M.   upon the recommendation of the Superintendent and Transportation Director, to offer a limited contract for 108 days to Aaron Steve Bidlack as a full time bus driver effective December 12, 2006;

N.    upon the recommendation of the Superintendent, Jr./Sr. High School Principal, and Athletic Director, to offer a limited contract to David Alt as a varsity assistant track coach for the 2007 track season.

O.    to approve Memorandum of Understanding between the Wayne Trace Education Association and the Wayne Trace Local School Board of Education.

P.      To establish January 9, 2007 at 7:15 p.m. in the Wayne Trace High School Lecture Hall as the date, time, and place for the January 2007 Organizational and Regular Board meeting.

Q.    To approve a six to eight week sick leave for Kristine Gerardot beginning on January 29, 2007 due to knee surgery.

High School Principal’s Report

After School Tutoring:

At this time we are still offering tutoring after school for those students in need.  At this time I am working with the Van Wert ESC office to utilize funds from a TANF Grant that they have.  This grant is available for use if you are working with students who are on free or reduced lunches.  I do not have official word back from Jason on if we can or cannot receive fund for our students but he stated it sounds promising.

Blood Drive

Again our student council has done a wonderful job in organizing and running the annual Blood Drive.  This year our goal was 50 pints.  At this time I do not have any solid numbers but I think it will be around 40 pints.  We had several students who wanted to give but for some reason they did not qualify and therefore could not donate.  Even though we did not make our goal it was stiff a very productive day and a big thanks goes to Ms. Fisher and her student council.

NHS

Thanks to all the board members who attended the NHS inductions.  As usual Joni organized an outstanding ceremony.  I do know that the students and parents appreciated you being there to share in this day with them.

 Semester Exams

We will be giving exams covering the first semester material beginning on December 20th.  For our HS students the exam percent will count as 20% of their overall grade for the semester.  We do not place that much pressure on JH students.  Exam grades for them will be counted as a regular test score.  We use the JH years to help prepare the students for what an exam will be like when they reach HS.

Band/Choir

On the 7th of December our HS band and choir will be performing their holiday concert.  At this time Mr. Archinal is working with some of the band members during HS lunch and the other half during JH lunch.  He stated after the first day he could see a great improvement.  This decision to work with the band in this manner is not without controversy.  Some of the students are not in favor of giving up their “social time” in order to improve.  I have told Mr. Archinal that I support his decision 100% and have even relayed that message to two students who have approached me about it.

            The JH band and choir will be performing on December 15th at 7:00pm.

JH News/Events

We will be holding the annual Spelling Bee on December 15th.  I have not locked in a time for this as of yet.  We are looking at the beginning of the day or the end of the day.  The Geography Bee will be held on the 8th of December at the end of the day.  One last event for the month of December for the JH will be a dance held on Friday the 8th.

Lock Down Drill

On December 11th the JH/HS will be having a lock down drill.  This drill will take place at 9:00am.  With this being the first drill this year we will be walking the students through and explaining the importance of each step.

Student of the Month

            The following students received the Student of the Month for the month of November.

Grade 7: Gavin Wiseman, Carlee Sinn, Edward Hibbard, and Keegan Olwin.  Grade 8: Ashton Duer, Kacee Hockenberry, Brent Kauser, Brittany Miller, and Jessica Wenninger.  Grade 9: Nikki Barnes, April Clark, Patrick Comer, Miranda Dobbelaere, Katie Edwards, Eric Priest, and Chelsy Shuherk, and Jenna Stoller.  Grade 10: Dustin Gamble, Angelo Harris, and Kelly Janka.  Grade 11: Levi Kurtz and Casey Lotz.  Grade 12: Courtney Miller and Logan Myers.

We are looking into changing the reward for Student of the Month.  When a student receives this honor they receive pizza for lunch.  They still eat in the cafeteria as any other day they just get pizza.  We want to make this a little more special for the students.  What we will be doing for the January Student of the Month is setting up some tables on the stage.  The area will be decorated and made into a special place.  Lunch will still include pizza and maybe a dessert.  The main difference is lunch will be served by the principals, maybe some staff members, or even a board member or two.  This is an area we still need to decide on but I feel this will be more of an honor for these students.

Senior Trip

At this time the senior class and Mr. Alt are looking into a trip to Chicago for a senior trip.  They have prices from K&K tours and at this time are signing students up to see if they have enough interest.  We should know by the board meeting date of December 11th.

Field Trip

The Sociology classes are investigating a field trip.  They are studying human behavior at this time.  I have been approached about them attending a movie in Fort Wayne about a man who was homeless and know is a very successful on Wall Street.  I will have more information for you at the board meeting.

Wayne Trace Grover Hill Elementary

1. Students of the Month – Emily Williams; Jacob Keysor; Aden Baker; Chelsea Sinn; Levi Priest; Quintin Miller; Luke Miller; Arlen Stoller; Danielle Miles; Erin Jewell; Samantha Hinchcliff; Karena Egnor; Andrew Moore; Justin Letutour; Taylor Campbell

2. Study Island – As of this writing, students in grades 3 through 6 at Wayne Trace Grover Hill Elementary have answered 147,767 questions on Study Island.

3. Christmas Program – The annual Christmas Program at WTGH will be presented on Tuesday, December 12 at 1:30 and 7:00 PM. The students would like to invite you to attend if you are available.

4. Students at WTGH have been collecting food items for area food pantries. We also collected items to send to our local servicemen stationed in Iraq, Afghanistan, and elsewhere around the world. We sent out 8 large boxes of items to the servicemen this week. I would like to thank the staff, students, and community for their generosity.

5. Power Plant was in to do some work on our boilers. While they were here it was discovered that the packing around a valve that controls the closed coolant system had let go and glycol had leaked out. The parts have been ordered and will be repaired when they arrive.

6. Intervention teachers and a representative teacher from Primary, Third, and upper elementary met last week for training in Aims Web. This is a diagnostic and targeted intervention model to allow us to identify specific areas where students are deficient and target intervention and instruction to those areas. We hope to begin employing this model in early January.

7. Energy Savings Steps – Ray Speice and I report the following steps being taken in order to help us continue to operate the WTGH building as efficiently as possible: 1. Teachers are turning lights off when rooms are not in use.; 2. When there is no P.E. in gym we use the emergency lighting and stage lights for Pre-K’s use.; 3. We have changed the computer schedule to reduce the time that the heat is on in the gym.; 4. Heating/Cooling schedule is changed for holidays and days when school is not in session.; 5. Boiler temperature has been lowered from 180 degrees to 160 degrees.; 6. Thermostats have been lowered by a couple  of degrees.; 7. We are currently working to be able to have a separate schedule for classrooms on the south side of the building. They are currently tied together with the air handler in the gym.

8. We have adopted Differentiation of Instruction as one of our professional development goals for this year. Staff meetings have been used to facilitate this professional development. The staff came in one-half hour earlier than normal last month so we could view a video demonstrating differentiation in various grade levels. My visits to the classrooms have allowed me to observe many of our teachers using many of the methods we have investigated to better reach some of our struggling students.

Subject:  Principal’s Report for December        

1-     Today COSI on Wheels came and did an assembly for PreK-6th grade.  It was a huge success.  The students enjoyed doing hands-on science projects! We had lots of volunteers helping for the day, so it was able to run smoothly.

 2-     The WT Payne Christmas program is on Dec. 15 at 9:30am and 1:30pm.

3-     We will be having the annual Christmas movie and Santa visit on December 21st.

4-     The benefit Basketball 6th grade vs Staff game will be held December 22nd at 9:30am.

5-     As off 12/2/06, WT Payne Elementary has answered 131,670 questions, and the percentage correct is rising.

6-     I would like to thank the Payne Fire Department.  They did a tremendous job.  They got here very quickly and had the fire under control in a matter of minutes.  Several firemen stopped back throughout the day to check and see how things were going.  I would also like to thank Bill Childs and Jerry Crone.  They took turns making sure one of them were here covering 24 hrs to make sure the generators were running and the freezers and coolers were working.

WT Payne Elementary Energy Report

1- The boiler and pump are not running during the weekend.  We turn the boiler back on Sunday evening.

2-  Motion light switches were installed in the locker rooms and restrooms to conserve electricity.  They are on a ten minute timer.

3-  Teacher are turning off lights when they are out of the classrooms.

4-  Heat is not running in rooms that are not used on a daily basis.

5-  Gym lights are turned on at 8am.

6-  Installed timer on all the hot water boilers.  Hot water boilers are shut off when school is out and again over the weekend.  Run from 6am to 1pm.

7-  We have two capacitor banks for storing energy. This kicks on when kilo wattage is at maximum.  This helps save electricity.  This was mandatory during the building project through AFP.

All restroom heat shut off.  Temperature set at 68 degrees at all times.
