This is a public meeting on the issue of
the employment of Karen Wagonrod by the Wayne Trace Local School
District. Members of the public are invited to provide input to the
Board of Education on the issue of Karen Wagonrod’s re-employment in the
district following her retirement.
Several spoke in Mrs. Wagonrod’s behalf
and none spoke against.
Report of the
Treasurer
Blue Creek Township has approached the Board with 3 Tax Incremental Financing (TIF)
agreements relating to new construction and/or additions to local
farming operations. The language in these TIF’s will insure that the
school district will receive an equivalent amount of funds as would have
been received had there been no TIF.

met with the architects on the new project. Carpentry Open house is
5/17.
Mr Gerber asked if at this time we could
allow a presentation from the Athletic Boosters, Athletic Director and
Meyer Buildings on the proposed concession stand. A short presentation
was given and after discussion the board asked for cost difference for a
block building and the cost and feasibility of some cosmetic
improvements. Copies of the proposed floor plan are available at the
Athletic Director’s office.

Superintendent’s Report
A.
The 2008-2009 University
of Findlay-School Articulation Dual Enrollment Program has a very
positive enrollment. Wayne Trace currently has 26 students taking 50
college classes. Mrs. Annette Sinn’s Physics 250 class has 10 students
enrolled. Mr. Jack Baumle’s Calculus 141 class has 14 students
enrolled. Miss Fisher’s Psychology 113 class has 19 students enrolled.
Mrs. Olofsson’s Spanish IV class has 7 students enrolled. This program
has been very beneficial the last two years. Wayne Trace students
receive college credit during the regular school day without leaving the
halls of Wayne Trace. They jump-start their college education at a
fraction of the cost of attending college. They do not miss out on the
high school experience. With the high cost of gas the students do not
have travel expenses.
B.
Jo Ellen Sisson and Carol
Swary applied for the Student Achievement Grant sponsored by the NEA
Foundation. The grant of $5,000 was received. Two elementary teachers,
Jessica Davis and Trisha Beining, will be involved in this grant. The
grant will furnish 2 mimios and a 34 unit Classroom Performance System.
Congratulations to Carol and Jo Ellen for writing and receiving the
grant. Thank you to Jessica and Trisha for implementing the grant.
C.
Congratulations and a Big
Thank You to Mr. Mike Archinal, Miss Spinner, and the Wayne Trace Band
on their performance at Disney World. It was an honor to have our band
chosen to perform. It was an honor and a reward for our students to
participate in this event. Their hard work and dedication in improving
the music program has paid off. We also thank the band parents who
served as chaperones on the Disney trip.
D.
Congratulations to Miss
Marilyn Fisher for organizing the Relay for Life for the Wayne Trace
student body. We appreciate all the students in grades 5-12 who
participated in this event conducted at Wayne Trace High School.
E.
Congratulations to Mr.
Dave Snyder, Miss Sharon Spinner, and the cast and crew of Annie. The
Wayne Trace Spring Musical was a smashing success. All three campuses
had students involved in the Musical. It was a district wide musical
that involved our entire community. We are proud of our drama
department by integrating students from all three buildings into the
Annie performance.

students Andrew Klopfenstein and Chelsea Williamson. Chelsea Williamson
was the state winner in the area of Fruit Production. Andrew
Klopfenstein was State Winner in the area of Ag Mechanics, Repair, and
Maintenance. Andrew was also the 1st runner up in the area
of Placement in Diversified Crop Production. He also received his
District 4 Star in Agricultural Placement. We are proud of Chelsea
Williamson and Andrew Klopfenstein for earning these prestigious honors
at the State FFA Convention.

Subject: Principal’s Report for May
1- As of 5/3/08 WT Payne Elementary has answered
358,772 Study Island questions on the computer.
2- The Students did a fantastic job concentrating
and working on their OATs. We had several volunteers come in and help
administer tests to our resource room students. The teachers did a
great job of preparing the students to take the test and relieve as much
stress as possible.
3- The interview committee; Kevin Snyder, Tina
Mead, Ashley Schaefer and myself; interviewed four very qualified
candidates for the upcoming 5th Grade position. All four
candidates came with many positives. We are excited to recommend Mrs.
Kelly Stouffer for the position. She has one son at Payne Elementary in
first grade and one in preschool. She has subbed here on several
different occasions, and she did a great job. She came with high
recommendations from those she has worked for and with.
4- PTO Bingo was a huge success. The PTO spent a
lot of time organizing and getting ready for Bingo. We had a ton of
people attend. Thank you to the PTO and several husbands for all of
their work. Also a big Thank You to Bill Childs and Jerry Crone for
getting, setting up and taking back the tables and chairs to St. Johns.
5- We have three teachers attending the
Differentiation Workshop. Ms. Boterf, Mrs. Hissong and Mrs. Berry will
be attending. Next school year, they will be working with the rest of
the teachers showing them what they learned and how it can be
implemented within the classrooms.
6- We have a lot of activities coming up: Faculty
vs. 6th Grade softball game will be on the 27th;
Olympic Day on the 30th, Awards program on the 2nd,
KB recognition program on the 3rd and KA recognition program
will be in the 4th.

Wayne
Trace Grover Hill Elementary – Alan Lautzenheiser, Principal
1. Ohio Achievement Tests were given to students in
grades 3-6 the week of April 28. WTGH had 100% attendance in those
grades during test week so no make-ups were necessary. Tests sent in
during the make-up period are not guaranteed to be scored for our
reports from the state in June.
2. I would like to extend my appreciation to
support staff and volunteers who gave of their time to assist our
students on IEP’s with their accommodations for the Ohio Achievement
Test.
3. First grade students will be taking the Stanford
test as well as the Otis Lennon before the end of the year. These
assessments are used as screeners for gifted classes. The third grade
students have taken the writing diagnostic and will be taking the
Stanford tests as well.
4. Olympic/Carnival day will be held at WTGH on
Tuesday, May 27. The rain day for this event will be on Wednesday, May
28.
5. Awards Day Assemblies will be held on June 5.
Awards for grades 1-3 will be presented at 9:00 a.m. Awards for grades
4-6 will be presented at 12:45.
6. Kindergarten Recognition will be Monday, June 2.
7. The WTGH Battle of the Books team finished third
at the Paulding County Battle of the Books.
8. The father of two of our students at WTGH has
been diagnosed with a brain tumor. The Student Council is selling WTGH
T-Shirts with the proceeds going to the family. The community will be
having a benefit for the family in June. Several members of our staff
and our students will be involved with this as well.
10. May 25 will be our final Curriculum Mapping
work day of the year. The release time for mapping and the collaborative
way of working on our curriculum maps this year has been very valuable.
Elementary teachers will also receive instruction on Progress Book
during the day.
High School Principal’s Report

Schedule for next year
As we look forward to
next year we have a change to our schedule. We will no longer be
spending time watching Channel One News. Instead this time has been
incorporated into a 25 minute block of time to be used for extra help,
academic assist, scheduling, or any other needs as seen by our staff.
This 25 minute block of time will be placed between 7th and 8th
period which should help with getting the junior high students
organized.
OAT week
If the report from the
students is any indication our scores should show great improvement over
last year’s scores. During any opportunity I have had to speak with
students I always asked if the material on the OAT seemed new or if they
remembered covering it in class. In almost all situations the students
could remember it being taught and felt this years test was easy.
High School Large
Group State Competition
The Band and Choir each
participated in at the state level this past weekend. Each received a
“2” for their score. This was not as high as Mr. Archinal would have
liked but taking into account all the factors such as time of
performance (11:00 pm) on Friday for the Choir and then back at (9:00
am) for the Band, along with the placement of who you perform before or
after it was not a terrible score. The Band and Choir students have
worked hard during this past year in preparation for these contests and
I know are a little disappointed. They will have a chance to show their
talents to our community during the concert on May13th.
Graduation
Mr. Alt stated that he
has forwarded a list of students for your approval. If you could
approve this list with the understanding that a student is only approved
upon completing the graduation requirements I would appreciate it.
Ohio High School
Athletic Association
We need a resolution
to become members of the OHSAA for the school year 2008 – 2009. This is
done each year during either the May or June meetings.
Relay for Life
This was the second
annual Relay for Life held Wayne Trace Jr/Sr High School. This year the
event was held on Friday, May 2nd. Many students, staff, as
well as several cancer survivors participated even though rain tried to
dampen the spirit of the event. The 5th and 6th
grade students from WT Payne and WT Grover Hill were once again came to
participate. One special guest came to spend the day with us. That
special guest was Gerri Walcrak, Mrs. Ohio International. Mrs.
Walcrak’s mother is a survivor of cancer. This is the main reason she
participates in many Relay for Life events. She was invited to
participate by Brittny Stahl. I would like to thank Brittny for taking
the initiative to invite Mrs. Walcrak. This one day event was a major
success. The students and staff raised a total of $7435 to
donate to the American Cancer Society.
Exams
Senior exams are set for
Tuesday, May 20th through Thursday, May 22nd.
Graduation rehearsal will be on Friday, May 23rd at 9:00 am.
Underclass exams will be the final three days of school. Right now they
are June 3rd, June 4th, and June 5th.
On the 3rd students will take exams for periods 8 & 9, then
on June 4th they will take periods 1, 2, & 3 followed by
Thursday with periods 4, 5 or 6, & 7.
Differentiated
Instruction
Two staff members and I
will be attending training on Differentiated Instruction on Monday, May
12th and again on Tuesday, May 13th. The teachers
who will be attending the meeting with me are Ms. Fisher and Mrs.
DeVelvis. These two ladies will be trained to come back and work with
the WT staff as they incorporate Differentiated Instruction next year.
Volunteer
About two weeks ago I was
approached by Betty Myers about her coming in to volunteer to work with
any student who is in need of help. At this time she comes in on
Mondays, Wednesdays, and Fridays from 1:00 – 2:30 and is working with
students in the subject areas of English and History. The students have
been very receptive to having Betty work with them.
Wayne Trace High
School Alma Mater
I was not aware until
last year that Wayne Trace Jr/Sr High School did not have an Alma
Mater. After speaking with several alumni they confirmed the fact that
we truly do not have our own Alma Mater. Last year Mr. Archinal and I
spoke about this and he volunteered to write one with the help of his
friend at Crestview, Joel Miller. I have received a copy of what they
wrote and will be asking the board to accept as the school Alma Mater.
In my opinion it is very well done and is a good fit for Wayne Trace.
If Mr. Archinal is able round up some students for Monday night they
will be coming to the board meeting to perform this proposed Alma
Mater. If he is unable I will have an alternative way for you to hear
it.
Band at State Adjudicated Event
On May 2nd and 3rd, the High
School Band and Choir participated in the OMEA State Adjudicated Event.
This is the choir’s second year in a row participating while a first
trip for the band in 10 years. Both groups competed in Class “C” and
received an EXCELLENT rating of a (II). The band event took place at
Findlay High School and the Choir performed at Van Buren High School.
Both groups worked very hard to prepare and really did represent the
school and community of Wayne Trace to their fullest.

The Board of Education (the “Board”) of the Wayne Trace
Local School, Paulding County, Ohio (the “School District”), met in
regular session on May 12, 2008, with the following members present:
Lisa McClure, Dale Stoller, Perry Sinn, Pat Baumle and Les Hockenberry.
Mr. Dale Stoller introduced the
following Resolution and moved its passage:
RESOLUTION
#05-01-08
(O.R.C.
§5709.73; 5709.83)
WHEREAS, the Township of Blue Creek,
Ohio (the “Township”) has indicated its intent to pass a resolution (the
“Township Resolution”) declaring improvements to certain real property
located in the Township as identified in the form of resolution provided
to this Board (the “Real Property Improvements”) to be exempt from real
property taxation (the “TIF Exemption”) in an amount of up to one
hundred percent (100%) (the “Exemption Percentage”) of the assessed
value of such improvements for a period commencing on the date of
passage of the Township Resolution and ending on the earlier of Thirty
(30) years or the date upon which the obligations of the Township issued
to finance the cost of making certain infrastructure improvements (the
“Infrastructure Improvements”) to benefit the Real Property Improvements
have been paid in full;
NOW
THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE WAYNE TRACE
LOCAL SCHOOL DISTRICT, PAULDING COUNTY, OHIO:
WHEREAS, the
Township Resolution provides that, while the TIF Exemption is in effect,
the Paulding County Treasurer shall pay to the School District, from a
portion of the exempted property taxes, 25% of the amount of the
payments in lieu of taxes paid with respect to the Real Property
Improvements for a period commencing on the effective date of the
Township Resolution and ending on the date of termination of the
exemption of the Real Property Improvements as set forth in the Township
Resolution. Such amounts shall be payable to the School District as a
semi-annual real property tax payment.
Section 1:
The School District hereby waives compliance with the notice
requirements of Sections 5709.73 and 5709.83 of the Ohio Revised Code,
but solely with respect to the Real Property Improvements.
Section 2.
The Superintendent of the School District is hereby authorized to enter
into an agreement with the Township providing for the payments set forth
in the recital herein.
