Five Levels of Professional Development Evaluation
Level One Evaluation - Participant Reaction to Whole Group Seminars: A questionnaire will be administered which will focus on quantitative and qualitative analyses measuring initial knowledge of assessment, literacy best practices and curriculum alignment.
Level Two Evaluation - Participants' Learning: Measures of knowledge and skills newly acquired by participants will be administered after the whole group seminars. Project staff develops quantitative and qualitative instruments.
Level Three Evaluation - Organizational Support and Change: Qualitative self-assessments of school and district support, accommodation, facilitation and advocacy of Project Align's proposed instructional and assessment changes and intervention will be reported. Level Three evaluation will continue throughout the grant period.
Level Four Evaluation - Participant's Use of New Knowledge and Skills: Qualitative and quantitative measures of participant's effective applications of new strategies learned in Project Align in the classroom. Collection of Level Four data will be ongoing.
Level Five Evaluation - Evidence of Student Learning: Indicators of student success will include 1)increased data collection and analysis as evidenced by data folders kept individually by students and teachers, 2) increased reading and writing achievement as measured by Dibels, Star, or Early Star or the difference between the March and the summer administration of the Ohio Proficiency test in reading and writing, 3) increased IEP literacy goal attainment, as evidenced by student data folders showing growth over time with goal to reach. Specific goal attainment measures will be phonemic awareness, alphabetic principal, fluency, vocabulary, and comprehension.
